Barry Sheingold, Clean Energy ConsultantBarry Sheingold, President of New Energy Opportunities, Inc.®, is an energy consultant with a strong focus on assisting clients in the design and implementation of power supply solicitations, especially those designed to facilitate the financing of new clean energy projects.

Since he founded NEO in 2000, he has advised state agencies and electric utilities with respect to competitive bidding processes and the negotiation of long-term contracts with renewable energy projects, served as an Independent Evaluator (or similar role) in the oversight of numerous competitive solicitations for clean power supplies, provided transactional and due diligence services for utilities and power plant developers, and provided reports and expert testimony on a variety of power supply procurement matters.

Barry has more than 35 years of energy transaction and regulatory experience, working as a consultant, power marketer, power plant developer, utility lawyer, and regulator.

Prior to founding NEO, Barry was an early mover and executive of Citizens Power LLC, the pioneering U.S. power marketing company, where he served as Senior Vice President in various business functions after having served as General Counsel. His work focused on the structuring and negotiation of long-term energy sales agreements to support construction of, or major modifications to, power plants and the restructuring of existing long-term contracts, all of which involved project financing. He helped to create the Citizens Power precedent at the Federal Energy Regulatory Commission for market-based regulation of power marketers and independent power producers.  Previously, he served in legal roles for an electric and natural gas utility, a power plant development company, the Federal Energy Regulatory Commission and the Department of Energy.

Mr. Sheingold has made numerous presentations at industry conferences and authored papers on renewable portfolio standards and implementation issues and the relationship between electric industry restructuring, long-term contracting and financing of renewable power projects.

Barry often works with other consultants on projects, either acting as project lead or part of a consulting team.
